Telangana government has so far taken a number of initiatives to bring in a smooth functioning of various departments. Now the government has introduced TS-b Pass, i.e. Telangana State Building Permission Approval and Self Certification System. This online portal was introduced by the Greater Hyderabad Municipal Corporation (GHMC) to replace the Development Permission Management System (DPMS). This will enable citizens to get spot approvals for all building permissions measuring 75–500 square yards and up to 15 metres in height.

1. Know About TS-b PASS

TS-b PASS stands for Telangana State Building Permission Approval and Self Certification System. This is a single-window approval system for building permissions and will cover those areas that are under the jurisdiction of the GHMC. The idea of this single-window approval system will eventually be applicable to all residential and non-residential buildings , irrespective of their size, once it gets fully implemented. At present the single-window building permission of the TS-b PASS, is granted to all residential buildings which are above 500 square metres, and reaching a height of up to 10 metres. This is a single integrated platform which processes various permissions required during the development of land and construction of buildings. It is a self-certification system and is designed to provide the services within stipulated timelines. This single window approval system for building permissions issues permissions in three categories: instant registration, instant approval, and a single window. This online portal helps to procure clearances from various departments such as fire services, electricity boards, traffic and planning departments, through a single window. There is no room for corruption.

2. Salient Features of TS-b PASS

  • No building permission and occupancy certificate is required for the construction of ground or ground plus one floor (Residential) on plot size up to 75 square yards.
  • An instant building permission approval can be obtained through online self-certification for plot size up to 500 square meters and height up to 10 meters (Residential)
  • The single window system helps to obtain multiple NOCs using Common Application Form and approval through online self-certification for plot size above 500 square meters and height above 10 meters (Residential & Non-Residential)
  • The processing of tentative layout approval applications can take place through online self-certification.
  • The processing of Occupancy certificate for non-high-rise buildings constructed in plots above 200 square meters and less than 500 square meters & for high-rise buildings and buildings constructed on plots 500 square meters can also be done through online self-certification.
  • The processing of Land use certificates, Land conversion certificates and the Post verification of the permissions issued can also be done from this platform.

3. Approval  Categories

The entire process consists of three categories- instant registration, instant approval, and the single window phase. 

3.1. Instant Registration

Residential buildings with a plot size of up to 75 square yards and a building height of up to 7 metres can get instant registration. The applicant has to register with a token of Rs.1 to get this instant registration.

3.2. Instant Approval

Residential buildings with a plot size of up to 75 – 600 square yards and a building height of up to 10 metres get instant approval.

3.3. Single Window Phase

Residential buildings with a plot size of more than 500 square metres and building height of up to 10 metres fall under the category of single window approval phase.

The citizens can get the instant registration and instant approval by submitting an application for building plan approval and self-certification. This self-certification system does not require the submission of building plans to get the permissions.

Instant registration and instant approval are issued on submission of application and self-certification. The processing time is 21 days for single-window building permission applications. As the building permissions are approved on submission of self-certification, concerned officials take up post-verification process where they verify the documents that are submitted. This process might take a fortnight to complete. The processing of these applications is monitored regularly so that not much of pending work is left. After the post-verification, the Municipal Commissioner issues the work commencement letter to applicants if all the documents enclosed are correct and the permissions will be revoked if there is any misrepresentation of facts or documents. Building permission may be issued or revoked during the post-verification phase.

Building permissions granted by TS-b PASS can be revoked by the commissioner within 21 days from the date of approval if it is found that the permission violates any of the rules or is a result of misinterpretation of facts.

Just 3 steps are required to obtain permissions and that include applying, uploading and paying. This single window introduction is first of its kind in the country. These are complete online services with no touchpoint and are mobile responsive, means one can access through desktop, tablet and mobile, the only condition is to have internet connection.  

All the Layout & Building permissions that fall within the boundaries of Telangana will be processed and disposed through the online portal of TS-b PASS. This portal aims to have a quicker and transparent process of approving building permissions. This portal also helps to reduce corruption, a very impressive initiative taken by the government of Telangana.
